Flexibility is critical to effective Incident Response.  Plans that can change dynamically enable an effective response – regardless of the cause or impact.  Adaptive plan structures should allow predetermined scenarios to be modified by Incident Commanders – enabling them to add or omit plans based on situational requirements.  They should allow assignment of responders to tasks based on time-of-day, location or availability and enable skipping Plan tasks (or whole sections) to fit the real-world situation.
